The ISO 19650 series of standards on information management using BIM have the potential to significantly improve the implementation of BIM in Australia and New Zealand by providing a common framework for practice across all organisations and projects.
AS ISO 19650 Organization and digitization of information about buildings and civil engineering works, including building information modelling (BIM) - Information management using building information modelling:
Part 1: Concepts and principles outlines the concepts and principles for information management for construction projects. It provides recommendations for a framework for managing information including exchanging, recording, versioning and organising it for all project participants. These concepts and principles are applicable to the whole life cycle of any built asset including strategic planning, initial design, engineering, development, documentation and construction, day-to-day operation, maintenance, refurbishment, repair and end-of-life.
Part 2: Delivery phase of the assets specifies requirements for information management during the delivery phase of assets.
Description
AS ISO 19650 is a high-level framework that can be applied to all types of assets and by all types and sizes of organizations, regardless of the procurement strategy used. Its flexibility allows it to be adapted to projects of a wide range of scale and complexity.
A key principle of the standard is clearly defining information requirements at project inception. This provides the clarity and certainty all parties need to direct their efforts effectively with the minimum of confusion, cost and time overruns, reworks, waste and conflict. It also allows clients to verify whether their requirements have been satisfactorily met.
AS ISO 19650.1& 2
AS ISO 19650.1 & 2, published at the end of 2019, are identical adoptions of the international standards ISO 19650.1 & 2 which, in turn, are adaptations of the British Standards Institution (BSI) Publicly Available Specification PAS 1192-2:2013. The British Standards BS EN ISO 19650.1 & 2 now supersede PAS 1192-2 and BS 1192.
Neil Greentreet, NATSPEC Manager - Digital Technologies, chairs standards Australia committee BD-104 (BIM) which contributed to the work of the ISO committee responsible for the standards: ISO/TC 59/SC 13 Organization and digitization of information about buildings and civil engineering works, including building information modelling (BIM). BD-104 has been involved with the development of ISO 19650 since it commenced in 2015 and, along with many International experts, made a significant contribution to this process.

UK BIM Framework guidance documents
The UK BIM Framework has published guides to Parts 1 & 2 of BS EN ISO 19650, the British versions of ISO 19650.1 & 2. While some of their content refers to UK practices, these guides still provide plenty of guidance of value to people outside the UK. They are intended to complement, not replace, the standards.
The guide to Part 1 explains technical and commercial rationale for the ISO 19650 series, general concepts and principles of ISO 19650 such as information requirements, Common Data Environments (CDE), the collaborative production of information, roles and responsibilities, legal and security considerations, principles of implementation, and practical aspects of information.
The guide to Part 2 explains information management activities and outputs over the project lifecycle from the perspective of each role described in the standards, namely the Appointing Party, e.g. the client, Lead Appointed Party, Appointed Party/Task Team, and provides references to the clauses of the standards relevant to their role. This makes it easier to navigate the standard. The guide provides more details on concepts and principles introduced in Part 1, e.g. information requirements, CDE and documents such as BIM Execution Plans (BEP)...
Download the guides and others from this UK BIM Framework webpage.
BS EN ISO 19650.1 & 2 replace PAS 1192-2 and BS 1192. For those who have already implemented these standards in their systems and workflows, a guidance document PD 19650-0 Transition guidance to BS EN ISO 19650, is available from this British Standards Institute webpage.
